Large orange and black nectar drinking fly or similiar - Eichlinia cucurbitae

Large orange and black nectar drinking fly or similiar - Eichlinia cucurbitae
Sterling Heights, Macomb County, Michigan, USA
July 11, 2015
Size: 1.25 inches
Saw this large insect with long proboscis taking nectar from basil plants in my herb garden. Thought it might be some kind of fly (Dipthera) species, as it seems to have only two wings. If a fly, also appears to be female. The most unusual features are the orange "fringes" going down the abdomen.
