This cicada was flushed from its original location, so unfortunately I am unsure which plant species with which it was associating originally. The habitat is a riparian edge chaparral, fairly disturbed, and dominated by chamise and california buckwheat, with a sprinkling of other species I can name if needed. From my browsing, I believe it may be of the genus Platypedia, and actually wonder if it might be P. aperta? I can find a couple of mentions of this species collected in the general area that include a partial description, but I cannot locate photos to compare.
