Mixed forest, near willow bush.
I guess this is some sort of Clytini beetle, possibly just hairy form of Xylotrechus insignis. Any help with ID is appreciated.

Xylotrechus
In the key (Linsley (1964)(1)), comes down to X. insignis or X. nunenmacheri. Both can be suffused with pubescence. Linsley listed X. insignis var. incongruens as the variation of that species with suffused pubescence. The difference Linsley gave for the two forms is pubescent bands "white, obscured by suffusion of white pubescence" for X. nunenmacheri and "yellow or yellowish white with suffusion of dense yellow pubescence" for X. insignis var. incongruens.

There is definitely nothing close to yellow or even yellowish pubescence, all hairy scales are absolutely white. Seems like this is Xylotrechus insignis nunemacheri Van Dyke.

Xylotrechus nunenmacheri
That was the name I was leaning towards, but I couldn't make out whether the bands were yellowish/white or just white. I've caught several typical Xylotrechus insignis lately and I caught a single X. nunenmacheri a couple years ago. That specimen looks a lot like yours. I'll go ahead and move the photo. Hopefully, we'll get the name verified by someone more qualified. Cool beetle, thanks for posting, by the way.
