Genus ID: Neodiprion
Western US species are not as well described as eastern US species and also not as diverse in coloration, so it is really difficult to say what this species is for sure, especially without host plant species. It sortof resembles N. scutellatus I have seen (which is on douglas fir), but without host info I can only say with confidence that it is a Neodiprion sp.
