I think this is more likely ...
... to be the genus Cheiloneurus (Diversinervus has a tuft on the mesoscutum, which is missing in this specimen).

This one does seem to have a tuft visible in the third image. I have a few Cheiloneurus posted and they also have tufts?

 
Yes, Cheiloneurus definitely have tufts ...
...(although they can be reduced in some species). I still do not see a tuft on the mesoscutum, and the antenna looks more like Cheiloneurus than Diversinervus.

Possibly
the genus Diversinervus although I don't know if any brachypterous species are known.

A google search does bring up a brachypterous specimen similar to this one. The page won't load but a cached copy indicated that it was a Diversinervus cervantesi, so they do seem to exist.
