Wasp
Looks like a Crabronid in the subfamily Crabroninae. Not sure what species or even what genus, though.

 
Yes.
Probably genus Ectemnius, but can't automatically rule out related genera (Crabroninae subfamily). Looks to be getting honeydew from a scale insect or extrafloral nectary.
