Tentatively Tsugaea nox
Tentatively Tsugaea nox, a parasite of a sawfly that eats hemlock (Tsuga) and possibly other conifers. There are similar genera, but I think the combination of hairy eyes and cell r5 closed in wing margin is sufficient to exclude them. Gymnophryxe is similar with bare eyes and cell r5 very narrowly open.
