This is a widespread bee, with some slight color variations. Your bee looks like a male European Wool-carder Bee,
Anthidium manicatum
. Here is one from Washington:

Thank you, Bob. I thought it was a Wool-carder and it was in an area where there were loads of them. It just looked so much larger than the standard fare.
