Size: 20mm body
I was going to take this as a standard Cicada but this one is smaller (20mm) and the wings are different than others I have seen. Am I dreaming?

After a reevaluation and much closer analysis of the cicada and my ID, this cicada does not appear to be N. davisi, rather, it appears to be the genus Diceroprocta, and likely D. olympusa.

Unfortunately, both are superficially similar insects--similar coloration and patterning and even anatomy.

Furthermore, this individual is quasi-teneral, meaning it has recently emerged and not fully colored. You also mention size, both N. davisi and D. olympusa are at or below 2 inches. These factors can complicate ID.

The important factor that changed my decision is that it's head is not wider than the rest of the body as seen in N. davisi, and this cicada is dorso-laterally compressed; which is feature consistent with cicadas in the genus Diceroprocta.

So, I apologize for my faulty ID: I should have evaluated the insect more thoroughly and examined the details closely before finalizing.
