Is this Mompha stellella? Find them most years while foraging evening primrose flower buds. After eating a few by accident, I realized that the flower buds that have short stout stems have these inside, while the long thin ones don't.

Given the host, locality, coloration and feeding mode of larva, and time of year, this can safely be diagnosed as Mompha stellella.

It does look like a Mompha larva. I'm not sure how many species feed in Oenothera flowerbuds.
