this is likely C. rugulosa
Reticulate sculpturing, stout body proportions, Modoc Plateau habitat. A view of the prosternal process and hypomeron would cinch it.

I agree, it does seem to be Coelocnemis...
However, from this angle we can't see any of the characteristic golden hairs on the tibia, so I'll keep it at family level for now.
