I've seen very similar but much smaller long-horned beetles, generally mating in and among blooming flowers

Does look consistent with "Ortholeptura valida", but strictly non expert here (what's the term for "below" amateur, lol). This one seems to be the one found in WA state as well, mainly in August. (Think I saw it evening of 7/31 and 8/01 - just checked and see it's gone now)
