It's an immature female Forktail all right, but there are three possibilities near Baltimore: Citrine, Eastern, and Lilypad Forktail. The Lilypad Forktail is almost always found on lilypads, so if there were no lilypads where you were, that one's out. The Eastern Forktail is about 1 inch long. By comparison, the Citrine Forktail appears so small as to be almost ethereal, even though it's only about 0.2 inches smaller on average. Yours does look like Citrine, but I can't tell from the photo with no indication of size.
