Look for these, and a variety of other wasps and bees around aphid colonies, especially in catalpa trees and on honeyvine milkweed. You will be rewarded! They are so intent on getting honeydew from the aphids that they tend to be much less wary than normal.

looks like something in the subfamily Pemphredoninae... perhaps tribe Pemphredonini. John Ascher will probably be able to tell you more... or if i am wrong.
