Although the specimen is quite dirty I would hazard to guess it is an Altica species. The genus is in bad need of a revision. Host plant?

Excellent! Since fireweed is
Excellent! Since fireweed is closely related to evening primrose then my suggestion as to it being an Altica holds as many species feed on Oenothera and its relatives.
