Moved to P. furcillata
Generally dark gestalt, together with discal cell hyaline; red on thin 2nd abdominal segment and bases of femora; and your far northeast locale all suggest P. furcillata.

The very short 1st antennal segment and (the clear clincher!) the white facial grooves (between the ridges extending downward from the base of the antennae) nail down that ID. (See the species and genus info pages for clarification of all these details if interested.)

It's Order Diptera, family Conopidae, likely Psychocephala tibialis.

Discal cell hyaline here
...so P. tibialis is ruled out. The often very similar looking P. furcillata has discal cell hysline.
