Size: ~9 - 10mm
I think this wasp belongs in the genus Auplopus. I haven’t been able to work through the Townes key (1) at a level I have confidence in but I think it points to this being A. mellipes. It’s got mud on its head so I assume it’s a female who’s been nest building.

I’d appreciate confirmation or correction of the ID. As always, the help is much appreciated.
