Size: ~6mm
I think this fly is in the genus Paralimna, maybe in the subgenus Paralimna based on its dull color. Quite common in an intermittent “stream” leading to a small drainage control pond. Fairly slow moving and placid (which takes away any excuse for not getting better photos)

I’d appreciate confirmation or correction of the ID. TIA
