At first glance ...
... it does does like a platygastrid. But the stigma and wing venation say NO! I'm wondering if it isn't something from the Vespoidea - possibly a tiphiid or closely related family, or maybe even an ant? How long is it? A platygastrid typically is no longer than 1/8" or so, while a vespidoid is likely to be bigger.

 
I would say
it is probably around 5 mm. Could this be an aphid parasitoid? There is an ongoing aphid infestation (likely Aphis gossypii) on the castor bean plants where I found this wasps. These aphids have been on the plants for a couple of months and now the plants look stunted and deformed. Thanks for your help Chalcidbear.

 
No, it definitely is NOT...
..an aphid parasitoid (all of which are either Braconidae [superfamily Ichneumonidae] or Aphelinidae [superfamily Chalcidoidea]), as they are all less than 3 mm long. The first segment of the metasoma appears to be constricted at both ends, which is typical for ants, tiphiids and mutillids, while the little I can see of the wing venation looks a lot like an ant.
