Nymphs of both Scaphoideus and Scaphytopius both have spiny abdomens, but the former generally has a shorter head and more prominent, almost flattened spines at the tip of the abdomen, and the color pattern is often transversely banded (as here) rather than a longitudinal pale stripe.

We seem to remember
that Dr Hamilton said these spiny-tailed ones were Scaphytopius, see
here
, but wait for a confirmation from him, because there is something reasonably similar tentatively ID'd as Cosmotettix? at 81570.
