Basswood leaf miner?
Either the basswood leaf miner, or a close lookalike. These beetles drop when disturbed, so the plant it is seen on here is quite possibly irrelevant.

there is no damage on the leave either. Boris can you put the hispines in the tribe Chelepini. Echoma should be with the cassids, but rest of the loose genera are all hispines and all in Chalepini
