Second thoughts
Despite the smallish size estimate, the I now believe that this is E. invaria. E. dorothea would probably be lighter and would not have the banded tails (an indistinct feature that I missed at first). The pale head and light pleural streak are also seen in many invaria specimens.

Little Sulphur spinner
This is a female Ephemerella imago. At that size in late May, it is probably E. dorothea dorothea. (E. invaria spinners can be that size later in the year, but are typically 9-10mm in late May.)
