blue dasher?
I would say that is most likely a blue dasher (female)... But I'm not 100% sure. The coloring is a bit off. Anyone want to confirm or correct?

 
Certainly agree with Pachdiplax, but...
Can't quite make out the end of the abdomen, but would say this is a young male. We're also guessing the milky cloudiness you see over the abdomen is the first sign of the pruinescent blue of the male.
