Male - Scoliid Wasp!
Bob, he looks like a male Campsomeris plumipes or something very closely related.
His thorax & head seem to be a little gray. Maybe he is elderly.
Here is one from the east coast:

Looking through the Campsomeris on Bugguide, it seems most closely to fit with either C. tolteca or C. pilipes given appearance and distribution. Don't know how many other Campsomeris spp there are not listed on Bugguide?

 
Not enough yellow
You can rule out C. pilipes, by the dark abdominal T5 and the rest of the yellow stripes are too thin.
Ruling out C. tolteca is a little harder without better views of the thorax, but other people may know more than me.
