Cynipoid wasp gall
The genus is possibly Andricus if the gall was on the stem. I'm not an expert in this group so hopefully others know more.

Correct
It was on the stem of the plant right behind each leaf. The plant was covered in them. Thank you for the information.

Oak species?
What exactly does "scrub oak" mean?

Sorry
Just a common name around here the species is Quercus turbinella.
