I observed this wasp digging a burrow than scratching the sand around this spider run from the top of the dune by it and the wasp pounce and paralyze it than moved it toward the burrow couple feet than left it . and went hunting . It came 10 minutes later with a lot bigger spider . I think the first was just opportunistic kill because of size.Id of second spider- wolf spider?

Tribe = Pompilini
Stoil, she looks a lot like the females in the genus Anoplius. I can't say for sure which specific subgenus grouping though, sorry.
Maybe the experts will have more information for you, but the IDs of the all black/blue wasps are somewhat tricky.
