Size: ~1.25 inch body
Stubby overall appearance; wings solid yellow (not partial like Flame Skimmer?)

Expert ID - Perithemis intensa
I sent this image to
Pierre Deviche
who is the creator of the Arizona Dragonflies website.
Mr. Deviche stated - "This individual looks good for P. intensa - and it is the species within this genus that would be expected in the Tucson area."

In my opinion - Perithemis intensa (male)
Note the discussion about wing venation in
Arizona Dragonflies - Eastern vs Mexican vs Slough Amberwing
.
Both the triangle and subtriangle have crossveins. (more easily viisble in the right FW)
This is characteristic of
P. intensa
.
