Empoasca elongella nymph? - Graphocephala fennahi

Empoasca elongella nymph? - Graphocephala fennahi
Seattle, King County, Washington, USA
May 31, 2007
Size: 2mm
I found this little guy running along the edge of one of my planters. The planter contains an Osteospermum (Compositae family). There was a Rhododendron nearby, also.

Moved from Leafhoppers.

sharpshooter?
This is a very young nymph (the wing pads are scarcely evident), so it is hard to tell what it is. The prominent "nose" suggests a sharpshooter (subfamily Cicadellinae). Nymphs of Empoasca have a rather flat head with prominent setae on the front margin.

Rhododendron Sharpshooter?
Well I haven't seen any Rhododendron Sharpshooters, yet. This one was only a few feet from a Rhododendron shrub.

Graphocephala fennahi
yes, the yellow sides of the abdomen and the host agree with your analysis
