Size: 2mm
I found this little guy running along the edge of one of my planters. The planter contains an
Osteospermum
(Compositae family). There was a Rhododendron nearby, also.

sharpshooter?
This is a very young nymph (the wing pads are scarcely evident), so it is hard to tell what it is. The prominent "nose" suggests a sharpshooter (subfamily Cicadellinae). Nymphs of Empoasca have a rather flat head with prominent setae on the front margin.
