The 1st recurrent vein can be seen to meet the 2nd submarginal cell in its proximal third...so this is indeed Pepsis (rather than a possibly similar looking Hemipepsis). The thumbnail below shows the relevant wing veins labelled:

   

The pattern of darkened bands along wing margins and tips is often helpful for species ID in Pepsis...but here, even with the tip and margin worn off in age, the orange antennae + southern CA locale implies P. mildei.

Correct - His wings are trimmed back a bit. (aged?)
Cedric, I think that P. mildei is the only species with orange antennae, in your state. Nice shot!
