They do look like that-I wonder why they were annoying the millipede.

Edit: Oh wait I see that some species are parasites of millipedes. I wonder how that works.

You could forward a link to this image to Dr. Brian Brown at the Natural History Museum of Los Angeles County. He is a world authority on phorids, and might be very interested in this image anyway.

"Your flies are phorids of the genus Myriophora. They are parasitoids of millipedes, and are easily attracted to injured (crushed) millipedes." "The flies lay eggs in the millipede, and the resulting larvae feed upon it."

Not fleas

These have wings. They look to me like Diptera. The general habitus reminds me of mosquitoes, gnats or midges, but I don't see any long antennae. I think I'll leave this one to the dipterists.
