Cottony Cushion Scale [?] in Los Angeles, California.

Size: approx 2cm.
Found on a fennel plant while looking for swallowtail caterpillars. Looks like cottony cushion scale (Icerya purchasi) to me, but I didn't think they were found in southern California.
