Cynipini
One of the wasps in the Tribe Cynipini.

Another may be able to narrow based on range or species of Oak, but galls from a couple Genus looks similar.

Thank you Jeff for your kind help. I understand that they are mostly cosmetic, difficult to control or prevent, but I wanted to find out if anybody can tell the genus producing this kind of galls. I will find out the type of oak.

 
Oak species
I would need to know what kind of oak this is to look it up. Even with that info, I might not be able to tell without seeing the structure of the cells within the fluff.
