Agrilus prionurus
A Mexican species only just reported from south Texas last year - it breeds in soapberry trees.

 
Has been in Texas since 2003...

This species was first found in Bastrop County, in central Texas in 2003 (probably by Stan Welso).

This reminds me more of a Met
This reminds me more of a Metallic Wood-boring Beetle than a leaf hooper.
