This is an egg parasitoid. It lays its eggs within the eggs of other insects - it is able to avoid the immune system present in larval stages. The eggs have that ring around the top, which seems typical of Hemiptera.

That fly looks more like a parasitic wasp to me. Probably a Chalcidoid. The eggs remind me of those of a stinkbug,
