Pseudotetramerous tarsi
The tarsi are pseudotetramerous, I'd say that's a strong vote for Chrysomelidae.

Good point. On the other hand, some Longitarsus,
for example, look like this

and some are at least as small as 1.8 mm.
I guess we wait for someone else to educate us.

 
That does look closer than Sc
That does look closer than Scirtes. Wish V was around. I'll leave it in ID request a bit longer then move it to beetles until a confirmation comes through. It was right next to the remnants of a spring, which made me think Scirtidae too, so that was biasing me a bit. I thought flea beetle at first when I looked at it under a scope, but dismissed it because of the size.
