I found these tiny egg-like balls spread on the soil of several plants, 2-3 per pot. Are they eggs? Some type of fungus? Thanks!

Moved from ID Request.

They are galls from oak leaves, produced by tiny wasps--see guide page. I presume there was some kind of oak tree overhead?

Indeed there was!
Thanks so much! Wow- you are good.
