looks more like a painted lady...

Really?!
We must be looking at very different images because I see no resemblance to a painted lady at all. I would love for a butterfly expert to chime in and settle this ID.

 
looking at it again, the hindwing margin is very monarchesque
and not at all like a lady... the forewing is a little mixed, but I was at the general location in Oct 2016 and there were again lots of monarchs being hit by vehicles...
