Mystery insect inside a Valley Oak gall

Mystery insect inside a Valley Oak gall
Trail in Stanford University Campus, Palo Alto County, California, USA
October 25, 2015
Size: ~12 mm
This larva would stick its head up from an emergence hole in the gall, sometimes. It was quite a disconcerting sight.
I dissected the gall and found it inside a tunnel. It could walk rapidly in both directions.
The debris are frass found with it. Presumably its own, but there were other gall inhabitants. For more about this gall, start here
