Either Anagyrus or something close. Species ID would be great, but I know it's unlikely.

There are other female Encrytids in the guide with this red lateral patch, such as and , but neither has this antenna pattern.

Sorry, the discovery of this beast should be by "Noyes & Menezes", not "Noyes & Menendez".
