You may have noticed that I'm not very good at ID'ing and I've not gotten much better over time.

 
Well...
You certainly ID'd this one correctly! These are typically primary parasitoids - only a few other chalcid families are known to attack whiteflies. There are some hyperparasitoids that attack immature eulophid or encyrtid primary parasitoids.
