We have a leaf miner problem on our lemon tree just inches away from the Lantana where this Phytomyzinae was found

I couldn't find any Agromyzidae in Citrus leaves, but there is a leaf-mining moth in California. Did the mines look like this: http://www.ipm.ucdavis.edu/PMG/PESTNOTES/pn74137.html?

Well you are right, the leaf miner I have in my Meyer lemon tree is the moth, not the fly. I knew that, but I guess the name "leaf miner" threw me. I don't know what the little flies are doing here, they are polyphagous, so probably just hanging out. It's a nice garden, lots to eat.
