Is This Caused By An Insect? - Acraspis erinacei

Not sure what type leaf it was on except that it was a sapling of some variety. Is this caused by some sort of parasitic insect? Is it a type of pupa? It was growing on both sides of the leaf but I don't believe both halves were connected to each other. Each half was about M&M sized...if that helps.

Hedgehog Gall Wasp gall?
Was that a white oak? Acraspis erinacei?

 
I think so!
As I posted initially, I'm not sure what type of tree leaves they are. The tree right now has no leaves on it so I can't even check. On-line images of "Hedgehog Gall" look almost exactly like my photo and other galls I have found. Do wasps hatch out of these?
