which indicates they are seen "well into summer and early fall." I don't consider November to be early fall, especially as the temperature was below 60 F today. If this is a Boxelder bug, is it unusual to see them in November?

Yes, Eastern Boxelder Bug
As long as the temperatures are above freezing, you'll see them as they look for places to spend the winter.
