Size: Length ~ 4 mm
A vestigial-winged hymenopteran, I think. Chris Schmidt and Natalie Hernandez (pers. comm., 16 November 2015) have tentatively identified this specimen as one of the Oak Gall Wasp species (Cynipidae), and so I'll place it here for expert attention.

The specimen was found climbing the external wall of the Information Center at the Turtle River State Park, Arvilla, North Dakota. Several mature Bur Oak and Basswood Trees surround the building.
