The grayish part is the adult female. The white stuff is egg sac. According to this document at Univ of Minnesota Entomology, this is Gossyparia spuria in the Eriococcidae. Other sources call it Eriococcus spuria. I don't know what the accepted source is. Nearctica shows a Gossyparia spurius in the Eriococcidae (and no Eriococcus), while the Catalog of Life lists Eriococcus spurius as the accepted form over G. spuria (and doesn't recognize G. spurius at all).
