Ovipositing
I think this is ovipositing, so it's a female, whatever type of Rhipiphorid it is.

Its a female (notice also the reduced antennae as compared to males of this genus). Eggs hatch on flowers and larvae hitch a ride on visiting bees, parasitising bee larvae upon returning to the nest.
