Might be Mischocyttarus
You neglected to give the size of the critters. If small, these may be Mischocyttarus, a Neotropical genus that has a few species in North America. One is quite common in FL. They sting much more readily than the larger Polistes paper wasps.

 
Size
Sorry, the leaf they were under was very large so it makes the wasps appear smaller. They were "regular sized" an inch or so.

Thanks for looking at my photo, it was dark and I couldnt get a very good photo, and they did not seem to enjoy my presence.
