Neotibicen figuratus (?)
Not sure of size, but if 2 inches or more, then I strongly suspect this is N. figuratus. Although the anterior wing cell is not all black, it is substantially dark. Neotibicen figuratus would occur in your area and as compared to similar specimens from n. MS and nw. AL, the cicada in this pic falls within the expected traits for figuratus.

Neotibicen "harnedi" (originally described as green) like davisi and auriferus can also be brownish, however this taxon has strongly infuscated (smoky) wings apically.
