Size: 12mm
It's body looks like a bee, but it's smooth (hairlessness) yellow and black coloration scream wasp. Found "sleeping"/sunning on leaf of Himalayan Blackberry, Rubus armeniacum. I found one in a similar position in a neighboring branch yesterday. When "sleeping" it held it's antennae together straight out and was holding onto a leaf with it's mandibles, like some of the bees I've seen photographs of.

I'm betting it is a species of Nomada, though I would think it is just a little bit late for them....

 
I was just going to comment...
Someone on Flickr commented on these photos and suggested "Western Cuckoo Bee", though I think he was just throwing that out there. I think it is a Nomada. It was very unwilling to move both times I photographed it...perhaps at the end of it's life span... (the first photoshoot was too blurry to post here)

I just got some more...
This one has a proportionately smaller head and pointy-er tail...maybe this is a male and the one I will post later a female?
