This is the first time I can recall finding these wingless wasps wandering around on the snow. I may have seen them in the past and misidentified them as immature Bark Lice (Psocomorpha). This year was a banner year for gall-makers of all sorts, so I'm not surprised I'm seeing them now. On this day (12/16/15) I saw 5 individuals. Bur Oak (Quercus macrocarpa) is pretty common.
